Can I take a class B CDL road test in just a tractor (no trailer, not a dump truck etc)?

The simple answer is no.  You must take a test in a vehicle that is normally operated as a class B vehicle.  Therefore it must weigh at least 26,000lbs GVW as a single unit.  Examples of this are a dump truck, a garbage truck, a converted bus that is still a commercial vehicle, a cement truck or other large single vehicle (no trailer) that meets or exceeds the 26,000lbs threshold.
